Can anyone identify a green tractor with front 'forks' attached, seen in Church St around midday, then going back and forth in Middle St on Friday afternoon?

My friend visiting has had her car damaged, by it attempting to overtake when the was not room. She cannot contact insurance until she knows who was driving it.
